Cynos on their own are not the problem. Even caps are not - it is supers (and faxes due to ridiculous reps) that throw a wrench into everything.
On Cynos, you are correct.
On supers and titans, you are correct, They do not belong in Low.
Dreads/Carriers are a little more complicated. Dreads can hit cruisers and sometimes even frigates.
Carriers and their fighters and their volley functionality, they can kill frigates, no problem.
So that is part of the problem. Capitals have been generalized to tho point where they are more powerful alone than a well structured fleet. Especially in Low, where may want to do roams and stuff, but are getting hot-dropped by something they have no counter for, now or in the near future. That is killing the experience of freedom to PVP for everyone but people who fly capitals. And trust me, there are a LOT of people not interested in capitals, as they require a LOT of resources to run and maintain. But that amount of resources is easier for multiboxers to obtain and run. Especially the infrastructure.
Hence why Supers used to banned in Empire and why carriers and dreads used to be specialized in larger fleet operations.
