Yes Sir, but don’t forget that you can do all of these things in most of the other system without any consequences:
- invite noobs to duel
- baiting them on shoot suspect
- throw cans and shoot them if they take it
- stealing mission critical loot
etc.
if you do one of these in the selected systems, then these are “griefing”. This is why I am sending my proposal to the developers, to mark / flag these systems with some visuals (special icon, or a different color) to make the special systems easy to identify for everyone.

Oh Hek, that’s what I do in Hek! Since it’s a mission hub and also a stop on the SOE arc, does this mean I am at risk of griefing people? I have killed very young players in very badly fit very noncombat ships, and I usually reimburse if it’s not close to a fair fight, but I still do this. Is duel request spam in a trade hub bad? If so, I will stop.
Not sure if and how bad it is but it is definitely not about trade hubs.

Since Hek is not a rookie system, but SOE epic arc one, then in my understanding, the only thing that is disallowed there is to (negatively) interfere with <30days players who are doing epic arc missions there.
It is nonsense really, say you are suspect baiting and you probe down MTU, then it is accidentally a <30 days old player and he accidentally does SOE epic arc mission, how would you even know? He gets baited on your suspect and you are in trouble.

Yes you are griefing if the ones running etc are under 30 days old. You cant tell aside from ■■■■ fits if they are an actual noob or an alt. But considering after career agents new players are guided into the soe arc it is griefing anywhere the arc is
