I do not know if it is necessary, but I guess it is if you want the full services of a cored structure.
A quick way to make a lot of ISK on the test server is to insure and self-destruct ships. The bigger the ships, the better. If you have a character that can fly a Rorqual, freighter or other capital ship, that’s great. Otherwise battleships will do well too, or whatever ship you can fly that pays a lot of ISK on insurance.
