I recently took over as a new CEO of a small corporation, and I’d like to know the mechanics on giving voting permissions/votes. I gave shares to everyone, but they can’t vote yet apparently, and I’d like to know why.

you shouldnt as you have to give out shares, use straw polls instead to keep your assets safe, once you give out shares, shareholders can vote to create more then have majority and take your corp from you, eve is not a democracy.
If you want your members to have a voice use as i stated a free polling service or tool
