I started out with a miner and a hauler and eventually my hauler became an Orca pilot with all the command boost skills, etc.

Now I am skilling the hauler up for Rorqual.

My miner currently has all the reprocessing skills, but I am thinking I should transfer those to the hauler for use with the Rorqual?

nope. rorqual uses mining drones which don’t need reprocessing skills.
However mining crystals II require L4 in corresponding resource processing. So your miner needs it.
