Maybe itâs YOUR greed the reason for this? I mean, your position is quite understandable if viewed like that: if capsuleers have money, a certain element will try to suck to their wallets, and if non-baseliners donât have thick wallets, then a certain element wonât try to suck to their wallets. Greed can make people blind, and with that I repeat: Ms. Kernher is a capsuleer.
And, again Ms Kim, capsuleers can afford to pay. Do you even know how long 1 ISK could feed a family on Caldari Prime for? Meanwhile 1 million ISK is a drop in the ocean for most capsuleers. Prices should reflect that.
It is interesting that the Caldari Navy apparently cannot argue on the points I made:
- That CONCORD already has limitless resources and, therefore, does not need more
- That CONCORD do not use what resources they have to protect the populace
- That CONCORD have been cutting necessary services to line their own pockets prior to this
Instead, once again, Ms Kim focuses on the pricing strategy of my holoreel because it impacts on her wallet. She, once again, ignores it being free to hundreds of billions of people throughout the cluster at great cost to myself.
Capsuleers like Ms Kim love CONCORD as they symbiotically protect each otherâs pockets. If they cared about protecting the people, they would join me and push for real change.
The military is an important aspect of our universal society, and when civilians who canât defend themselves are under threat, any effort to increase their protection is a welcome one.

There are plenty enough humanitarian aid projects on Intaki V that are scrupulous in the endeavor. We at Icarus appreciate the concern, but if you would like to assist in the situation there are other ways.

Following the latest update on the state of the New Eden Defence Fund, I was saddened to see the old Empires of New Eden going along with the suggestions of CONCORD with very little criticism, debate or challenge.
I was most saddened to see that no-one challenged why CONCORD were not managing their current, nigh-on-limitless resources effectively to manage this current crisis. Firstly, paying capsuleers to undertake a defense that should be completed by CONCORD is definitely not cost-effective. The only way this can be beneficial to anyone is for more tax to be raised from the sales of more ships - tax which goes directly back to CONCORD. Tax that will only drive capsuleers to Upwell Consortium citadels.
Why move the money around? Why not invest the money that is being given to capsuleers into CONCORD resources in the first place unless they wish to cover the tracks of, at best, financial mismanagement?
We in the New Order will continue to focus efforts on policing the defence against Triglavians. Where we believe CONCORD are trying to absolve themselves of their responsibility to protect and serve New Eden, we will continue to take action - even forcing them to attend the scene if necessary.

Usually, yes.
To ensure I understand the current process correctly, I shall break it down as I see it.
- CONCORD delegate their responsibilities in fighting the Drifters, the Triglavians and most other threats out to capsuleers.
- CONCORD pay capsuleers per threat eliminated
- Capsuleers buy new ships, modules ammo etc to replace or improve their ships
- The sales taxes from those go back to CONCORD if purchased in a station run by any of the 4 Empires, CONCORD or another affiliated faction
So either:
a) CONCORD is not making enough from sales taxes to pay capsuleers and, therefore, should be assessing the use of their current resources or;
b) CONCORD is using the money raised from capsuleers to pay capsuleers creating a feedback loop perfect for hiding laundered money
However, raising taxes will cause any capsuleer worth their salt to move their wares to Upwell capsuleer markets, taking that tax revenue away from CONCORD. However, CONCORD has just been given a much larger budget to play with and who will have to pay for the short-fall? The non-capsuleers of the old Empires.
All this and I havenât even mentioned how flat tax rates such as these inherently benefit the super-rich.
Personally I believe it is immoral to make the rich richer and the expense of those less well off. And I am sure if many here were willing to look past my alliance ticker that they would agree with me.
Not gonna lie, this was my very first thought when I read the news.
In fairness, the concern seems to be less about the payments to capsuleers (although thatâs certainly a big chunk of it; those payouts are almost excessively huge) and more about having the money to pay for âimprov[ing] planetary and colony defenses, and enhanc[ing] the defensive and offensive capabilities of vital installationsâ (here). Which, considering that earlier it was stated that planetary and orbital-infrastructure attacks had been infrequent compared to those in space, strikes me as odd, but weâll roll with that.
Shameless pitch: My corporation (which is run by my clan, as per tradition) does business at the LUMEN freeport in Tanoo; and the freeport itself is designed to support the revitalization of the local economy. If any capsuleers would like to continue to support small-ish business while avoiding the higher taxes, thatâs a pretty good place to do it.
I know the New Order has a⌠reputation, shall we say. I know many dismiss us out of hand. I know many see us as lunatics or fanatics shouting into the void. However, seeing as Melisma has done me the courtesy of doing so, I would like to ask other capsuleers and non-capsuleers to hear me out on this.
Regardless of what you think of me or my organisation, I donât think a single one of you here can look at this and not think that something odd is going on with CONCORD. Ignore my obvious distaste for them for a moment and look at the facts that have been presented to us and tell me that you do not have the slightest suspicion of foul play.
Then, once you have done that, tell me how this motion got past the Inner Circle and the CONCORD Assembly without a single question about how the DED and AEGIS are managing their current resources and the prospective allocation of new ones.
This is why I am now asking for people to join me in peaceful protest on the 18th of next month with no agenda. This is no longer a New Order thing. This is no longer an anti-CONCORD thing. This is no longer a capsuleer vs non-capsuleer thing.
This is a true concern for the future of New Edenâs economy, wealth distribution and security.
Legislation rushed through this quickly and with no built-in oversight to prevent abuse and corruption is a massive mistake and we should ensure all involved are made aware of that.
Legislative transparency and oversight are very Gallentean concepts and even they gave up on the pretence years ago.
Abuse and corruption are foundational principles of the other three empires - albeit they each have culturally distinct ways of justifying it.
That this was rushed through should surprise no-one. Absolutely no-one. The Inner Circle didnât ask questions about how the DED and AEGIS are managing their resources because they already know. I suspect the defense fund proposals from the DED and AEGIS which were referred to the full assembly did, in fact, contain the bulk of the current allocations within them, purely so as to indicate what an increase of x% would actually mean.
The speed with which this sailed through the Assembly itself can be easily understood, though: theyâre scared. Itâs one thing to claim that CONCORD has ânigh-on-limitless resourcesâ, but thatâs clearly only because our own perspective is limited. Not only are we an incredibly small portion of the clusterâs population, but CONCORDâs restrictions on our pod interface filters means we donât see the vast majority of baseliner traffic at all. As a result, we canât get any kind of accurate image of the resources any baseliner org truly possesses.
Thereâs also this:
Now, Iâm not going to go claiming that we have ample reason to take CONCORD sources at their word. We clearly donât. But the empires are scared. And that fear⌠that is what pushed this through so quickly.
Itâs because of how we respond when other people want to stop us from blowing things up, even CONCORD. Itâs that simple. New restrictions go in? We find ways around them. New complications arise? We find ways to overcome them. Drifters show up? We develop strategies to defeat them. Trigs start to invade? We figure out how to drive them off.
Four major empires glare at one another over fleets of titans, supercarriers, capital ships, and subcaps, unable to really put any of their training to the test? We not only develop strategies for pursuing war at all scales, we develop counters. We engage in those wars and our strategies change, evolve, are honed to perfection until every capsuleer in nullsec knows âthis fleet composition wins against that fleet comp, so you bring this other thing to offset and then they bring that other thingâ and so on.
Weâre willing to throw ourselves into bloodshed again and again at a scale sane individuals would see as horrifically wastefulâbecause it is. But we do it. And we keep doing it. For years.
Why is CONCORD spending money on us fighting the Trigs when they could be using all of their resources to shore up their own defenses?
Because weâre better at it than they are. On a pure, simple 1 ship : 1 ship basis, we are better than CONCORD, and better than the empires, at killing things on a massive scale and a relentless optempo.
Itâs like asking why someone would hire an exterminator, rather than just sit up all night with a hammer to try to kill a rat themselves.
Thatâs putting it extremely mildly. Your organization is comprised of petty extortion artists and racketeers who cloak yourselves in pseudo-intellectual populism to justify your criminal acts.

Answer me honestly, though Ms Rella. Do you see how this whole process has been problematic?
We are in the midst of a dire situation that threatens life as we know it. For us capsuleers is quite easy to overlook the impact on millions, billions of civilians from the safety of our pods and fancy infomorph backups.
Dealing with the population means not only protecting them from external threats, such as the Sansha - Drifter - Triglavian ones, but also from internal ones, for desperation can do much damage to themselves. This has costs of management.
In an all out war EVERYBODY does their part, either with guns, cash or expertise.
Drifters for us are a mere inconvenience that is manageable with the right citadel setup or fleet composition. If our borrowed time in the form of backup was threatened, i believe people would be willing to pay a lot more than 5% to remain âimmortalâ, alas it was not our fan that â â â â hit.
We are all brothers and sisters as humankind, even with all our differences and conflicts, and right now a lot of us are dying or being kidnapped by strange forces that our current institutions are struggling to deal with.
Ask not what CONCORD can do to help you, but what YOU can do the help humankind in this time of need.
Common mistake: There is a very large gap between âwilling to payâ and âable to payâ.
You are probably correct in believing that capsuleers would be willing to pay 5% taxes in order to maintain their way of life.
But an assertion that any given capsuleer is able to pay 5% fails scrutiny, because many of us are new to space and/or lack the ability to access income-producing activities.
This tax, beyond the harm it will do to traditional communities as has been stated already, will impact newer and less wealthy capsuleers the most.
As one such individual, I plan to make my purchases at independent citadels from now on.
