What a weird question to ask.
Legality applies to real life laws and rights. If you come on here to scam real life money/assets out of another player or CCP employee, that is illegal and if you’re traced down, you’ll probably do jail time.

You are crossing a fine line if you do a scam outside of the game. You might also face legal liabilities in the country where you are doing it.
Also CCP differentiates between ingame and outside like the forums:

I would question what scams have been performed on CCP forums that would prompt this thread?
Afterall, corps and alliances can advertise on these forums and we all know that plenty of corps and alliances are built entirely on scamming new members.

Everyone should get scammed in game and on the forums at least once. For smart players, it’s a lesson you only need to learn that one time.
