Completely off-topic question, but;

Is the act of buying PLEX a sink?

Not really.

Someone buys PLEX from CCP, when the PLEX enters the game they have an isk value. Someone uses a PLEX to subscribe or buy something from CCPs shop then that value is removed from the game.

I see it more like a delayed transfer than an actual sink.

What I described, there are no fees.

What you are describing is the internal transfer of PLEX via the in-game market and that is no different to any other item sold via the in-game market.

Which is why I answered in the way I did, otherwise you may as well have asked ‘are market fees a sink?’. Which of course they are as they remove isk directly at the point of transaction. Although as far as the global value of items within the game is concerned, fees have no effect.
