What you’re essentially expecting, that an entire element of EVE’s gameplay could be removed (points, scrams, webs and neuts are a huge deal) is about as realistic as expecting to be able to remove guns, or combat ships.
Sadly, while it’s a nice plan (if not a little unrealistic) you’re forgetting the people who have 25 account gank fleets also have 25 Industrial / Mining alts.
Anything you could try to take away from them they would make themselves.
And, scarcity doesn’t work when you’re talking about people who only get out of bed for AFK haulers carrying 10 billion in cargo.

Well, when the HS miners start to think and realize “hey, if we reprocess the stuff the belt rats drop, we won’t have to go inlo LS/NS space as much” it will start showing a marked change in availibility

TL;DR. I am not going to wade through all of this. I can farm points, webs and neuts myself. Since you can’t stop me from logging in and playing the game, you cannot stop me from accumulating points, webs and neuts. The idea to outbuy gankers is rather silly when you think about the drop rates of these modules.

but for every time you are farming rats, you aren’t ganking miners and industrials, so it still comes out as a ‘win’ of achieving that goal.
and the ‘outbuy’ may have been mis-understood
if there are now low/null sec minerals in your local market, you simply buy points, neuts, scrams, webs, and reprocess them, now you have access to low/null sec minerals from your local market, with a side benefit of there being less of these modules to be used against you.
