Security Tags - CONCORD only?

Hi. I want to increase my fraction security status. I red many posts about the use of Soldier security tags. But I never found a clear answer wether these tags could be used to increase the CONCORD security status only or wether you can use them for fraction security, too? If you can ude them for fraction - how is it done. How do I select the fraction?

The tags used for sec status can only be used to increase sec status. They cannot be used to increase faction standings.
