Funny, when I was a new player the threat of āPvP everywhereā was one of the selling points of this game that drew me in. Seems like different people can have different tastes.
Maybe people who are repelled by āPvP everywhereā have accidentally entered the wrong place by joining EVE.
A bit like how they also entered the wrong place by starting this PvP discussion in a thread about an upcoming blueprint update.

Faction ship BPCs were a bit part of escalation trade and drops. The shortage is actually itās a byproduct of the BM system they introduced that eliminated easy escalation trading of bookmarks even across hostile space.

A player with small gang history(Opuctus Exhilarate | Character | zKillboard) seeing dieing pop and saying that doing things to bring back players and increase new player retention is not nessassarly a bad thing needs to be a hidden message got it. Aka i came back to bash medium structures but understand that players will quit forever after i do it. I do not think that is sustainable gameplay. People need goals and to know that high sec is safe so they can die to me in low, wh, and null sec space.
Because CCP failed in their strategy. So many players quit from the changes and scarcity that CCP had to reverse their decision because the game was losing massive revenue.

I myself have witnessed how a large corporation in the Imperium is withering, after changes in mining and ratting a two of years ago.
How the whole alliance in w-space completely ceased to exist. Yes, someone continued to play like my corporation, but over time there were fewer of us and people donāt want to come back.
Itās all sad. Instead of creating something new, the CCP is engaged in endless edits for the sake of large collectives.

Also, the pirate frigates will still be 3-4 times the price of T2 ships, as their blueprints are unchanged and are dependent on the Trigger Neurolink Conduit for most of their prices. So, if more of the bigger ships are built and drag the price of Trigger Neurolink Conduit higher, the price of the pirate frigates may also go up.
You f*ed up the industry one year ago by introducing the Trigger Neurolink Conduit with their complexity. Your current proposal does not address the issue.
