I apologize if this isn’t the correct place for this question but I’m just having a hard time.
I’m specifically looking for the Salvage Drone Specialization skillbook but it doesn’t seem to ever be on the market and I’ve been looking for months now, is there a different way to acquire it?

Lol, you are correct and I feel like an idiot. 
I very much appreciate it though, for some reason that just did not occur to me. 
I ran into a similar problem recently and it was just a thing that’s missing from our UI, I kept trying to find a skillbook through the Ship Tree. But you have to actually do it through your Character Sheet. I went in circles forever on a skillbook too because of this.
Some skills however you do need to buy from the market.
The best place to look for them is going to JITA if you are in Caldari space, Amarr in Amarr space, Dodixie in Gallente space and Hek in Minmatar space.
