What is up with the skills on market?
Can’t even buy Light Drone Operation in starter systems, The Forge has Minmatar ship skills but not Caldari etc.
That’s been a thing for ages. CCP refuses to acknowledge this for unknown reasons. You have to go to a different school’s stations for all the Caldari skills.
I think some of this is designed by intention - possibly an oversight in others. Many skills you can inject directly from the Skill Catalogue (while slightly more expensive in some cases, it’s usually an option for most skills).
Caldari space will have caldari ship skillbooks for sale, while Minmatar space has the minmatar ship skillbooks.
If the Forge (Caldari space) has only Minmatar ship skillbooks for sale, are you perhaps trying to buy them in Jita? Jita isn’t a location where NPCs sell skillbooks so you’re limited to what players choose to sell there.
Also for convenience you can buy most skillbooks from the skill window directly at a 30% higher price.

May be you encounter the same bug as some of us.
We have only skill sell by player on market.

The Forge is not a starting system.
Your OP makes no sense to start with.
People tried to decipher your complain, so take it on you to actually make a post that makes sense, especially after people ask you for precisions.
They wont elaborate, last time they made a post, refused to elaborate on the issue and just wanted to blame ccp.

Uitra in the Forge is a career agent system.
Skill are sell not only in starter system or career agent but in a bunch of npc station.
I can understand it’s long time you may be not have buy some skill, but there is an issue.
Caldari Battlecruiser is on market but not the cruiser one.
Drones, missiles, navigation, … are completly missing.
