For ships that gave a bonus to length of time of a fleet boost (like a command ship or an orca), have them slow down the cycle time of the fleet module by an amount to reflect the longer life of the charge. This would save boosters from having to cycle the modules on and off all the time.
When this was brought up during the rework of fleet boosting, CCP said it was on purpose to give the active player some way to min/max their boosts versus a AFK-player
There are significant advantages to the faster boost cycle if you are not doing stationary belt mining.
And the charge cost is inconsequentially different, even if stationary belt mining with only a small fleet.
