They could but why should they? Do you see any of the nullsec areas that would be a strategical advantage to the four empires? I am afraid that if the Empires expand their borders toward nullsec there are some dire consequences. First of all overreaching, The Empires already have minimal control in low sec which is used as a buffer. Second of all, which of the empires will get those territories, will all get equal useful areas? So many questions, I for one think expanding existing territories is not a great choice when we are busy defending against both the incursions and the invasion.
In Holland we have a snack called “bitterkoekjes” (literally translated as “bitter cookies”). You must have eaten the whole package again.
