Maybe this is the reason you are looking for ? (nothing to do with drones nor CONCORD manipulation). Read it carefully and you will find this:

THIS is the reason, you and your friends cost money to CCP, lots of real money. You might consider yourself as lucky to be only banned rather than having to pay “shame and interests” to CCP.
If you still don’t get it then there is no hope for you. My advice: stay out of MMO’s, you might encounter more harsh game developers towards your behaviour in the near future.

Well, I made it fairly obvious that I was looking for clarification.
As far as the ganking alt I was toying with, my for real cluelessness, as well as the chat channel being mostly a sweet ghost town put it on the back burner. And for all I know, it could be banned, according to the poorly formatted OP.
What’s with the hostility anyway? I’m honestly just trying to figure out what OP is going on about. No need to act like I set you up for an FBI sting or anything.
CONCORD never arrives faster than coded for that sector.
If CONCORD is already on grid, ofc they will continue to aggress criminals there.

Pre-spawning CONCORD to have them react faster on an offense, since they’re already there? No ban.
Pre-spawning CONCORD somewhere else to add to their travel time before they get to the real ganker? Ban.
Placing decoys/puppets to delay CONCORD reaction? Ban.
CCP stated it clearly, everything that delays CONCORD is a bannable offense. They actually posted “tips” on how to do it, and surely had used that themselves. Sorry (oh, well, not really) pals, you brought it on to yourself.
And it doesn’t matter how often they bleat “Praise James”, that (amongst other things, maybe) definitely crossed a line they shouldn’t have crossed.
