I just reinstalled the Game, but had this problem before and after reinstallation. I cannot start jobs from blueprints remotely, despite having the correct skill trained.
@CCP_Habakuk responded to a post about the same issue in the ‘Known Issues’ section for the November release, last year.
I couldn’t trace an update, so posting here. If anyone can help, I’d be grateful.

It helps if you interact with the ‘Facilities/Locations’ Tab…
