My suggestions have nothing to do with the traveling through high sec as -10, as i see no need for changes in that aspect. The issue is just about being able to dock and having permanent sanctuary in high sec as outlaw.
So the point is not to deny the access for outlaws to the high sec space, and not even to remove their ability to suicide gank, but to reduce the facile access to soft targets for some lazy gankers.

On the contrary, this thread is about bringing more risk in the game, not less. The ability to travel through high sec or to suicide gank as outlaw will just stay in place.
What must change is that if you like to shoot people you must also be available as a target!
You cannot ask for haulers to be free targets as long you can hide all day long in a high sec station or citadel.
You must also feel the taste of danger and uncertainty of low sec life, and learn to live and deal with it’s challenges… So stop using a safe high sec sanctuary and accept to take some risk on your own.

You already are a target. Declare a war, suicide gank them back, etc. In fact, if they’re -10 (and most suicide gankers aren’t going to bother to keep their sec status up) it should be trivially easy to attack these people. You don’t even have to bring DPS to kill them, just point them for a few seconds as they warp around and the NPCs will finish the job.
What you are actually lobbying for is for game mechanics to do the job of punishing suicide gankers because carebears refuse to do the job.

Haulers are not free targets. Suicide ganking is an opt-in mechanic, if you don’t want to be suicide ganked then don’t volunteeer to participate in it. It’s extremely difficult to suicide gank a smart player and make a profit. The only “free targets” are stupid players who cram as much ISK as possible into poorly tanked ships and autopilot obliviously through dangerous space. And if you’re going to make that many poor decisions you should be an easy target.

No, it’s not trivial to attack them, that is the issue, as they hide in a high sec station or citadel for 99.99% of their playing time.
If all outlaws will be forced to move their bases in low sec or null, the faction police will not be any longer a problem even for the gankers, and they will be able to undock more and be active players, providing more game content for others as well.
As it is now, with them having this bad habit of just staying docked all day long, their interaction and PVP opportunities for other players are minimal.
Gankers need to travel more and become available targets as any other player, and also must get used to stay in space more than few seconds every few hours or so.

Karma refers to the alignment system which affects your relationship to players and NPC’s, in regards to PvP. You gain karma by killing monsters.
When you initiate open world PvP, or flag on another player, you lose karma for assaulting that player. If you strike a death blow, you lose more karma for murder.
If you go below 0 karma, you are permanently flagged until you raise your karma, and NPC guards will kill you on sight.
This is literally how it already is in Eve. Replace ‘Karma’ with ‘Security Status’ and ‘0’ with ‘-5’ (and I guess ‘monsters’ with ‘rats’ and ‘murder’ with ‘pod killing’) you have a description that could be found on the Eve Online support page.
