Sure…remove faction police and criminal timer, and gankers will stay in space longer to be targets.
They can do that already… in low sec and null space.
I guess is much more simple and effective way to make two small game mechanic changes, than to transform the entire high sec space in low sec just for gankers convenience 
And if docking rights in high sec are removed for outlaws, that will be a good push for the suicide gankers for a more active game play.

No, they cannot, because you see… they are haulers, and the game mechanic force them to travel through space to move their assets. So we come to this kind of absurd arguments just to justify and keep some unfair advantages?
The balance i suggest bring similar requirements for all the players who like to hunt them, to be required to travel through space to get their prey, not to sit like some lazy leeches hidden in a high sec structure for 99,99% of the time.
Game mechanics favor at this moment suicide gankers and allow them an unwarranted level of safety, as they don’t need to expose himself to interactions with the other players. And that, even if you admit it or not, is a serious issue.
