Not exactly. The risk comes from the risk of not being able to achieve your intention/goal - the risk of a failed gank attempt. Ship loss to CONCORD is already guaranteed and calculated in before the gank, so that’s not a risk, that’s an investment. The risk is in failing to cash in that investment by failing to successfully execute a gank.
And, like I said, it’s not my logic, it’s what others are trying to say.
