I donāt think that was the issue here, I know how to get around the restrictions. In this case simply by insisting sheās planning to call the police if he refuses to leave and that the gun is just a film prop.

Yes and the purpose of your proposed mechanic is that the gankers donāt get the loot they worked hard for.
So you just hate the idea that gankers can actually make ISKs by shooting other players in highsec and want to remove that. And turn all ganks into non profit which would be griefing. Which is also very wrong.
Basically you want to remove ganking from the game entirely you are just not honest about it.
