I’m wondering, in an empty pod, in k-space, is it still the damnation with armor fits and boosts? Or is it a T3C? Just curious. Thanks guys.
Should be , Implants and Wolf Rayet just add a % EHP bonus so assuming even effects the tankiest Ship would be the same.
That being said , this Orca is pretty Tanky. 1.8Mil with heat, with no implants or affects, not sure if the damnation gets that high. Still at 231Bil its not really practical.

Blinged out, pod included, I think a damnation can get to nearly 2m ehp?
Unless I am mistaken the there are only Armor Buffer Pirate implants , so with Slaves the Damnation can get more EHP but not including implants the Orca does as its EHP is in shields.
Damnation is a battlecruiser. Sig radius 265m, speed 150 m/sec base.
Orca has a signature radius of 1000m, speed 60 m/sec base.
Damnation is a lot harder to hit and that needs to be taken into consideration when calculating survivability on the battlefield.
You want to consider that then there is no way to find the objectively the best tanked ship as it would be based on your situation. However three are very, very few situations you are not going to apply full dps to the damnation.
In case you are actually buffer tanking orcas most of the ehp comes from hull where you can get 342k vs the 276-300k you will get from the shields. Most ppl fit a strong shield tank to work with links and reps but use hull rigs and a bulkhead to push their ehp to near 500k
That really depends, if we are talking real world fit that a normal person would use then yes, Hull is the way to go but since mid slots are not vital a Hull+Shield tank is best.
For the My dick is bigger than your dick contest , officer fit all the things, contest then Shields win hands down (for an Orca). You don’t have officer Hull mods and there is on Overheating. That fit I linked was 1.88Mil EHP with heat, try making a Hull fit with that much.

If you do want to go balls to the wall you will find the nighthawk is even better than the orca its ehp won’t show as high but it’s passive recharge more than makes up for it. If i remember i will link the fit in the morning

If it is after a realistic Fit its better to say what its for rather than just wanting max Tank. The Orca might be a tanky ship but its far from the best for a lot of task. Same goes with the Damnation great for Tanking and Boosts but its DPS is not the best, Range is Poor and speed is very low.

With a Officer fit the Nighthawk struggles to get near 1Mil EHP with Heat and No implants, Regen is about 3K peak which is about the same as the officer Orca and less than the Bustard. The Bustard is crazy, lowest resist is 98.5%. Would tank like a boss with Logi.

you fools. the tankiest subcap is a Shield Power Relayed Sigil or Impel 
One of the haulers gets 100% resists when overheated.
