Tell me plz, where in new Agency find tab on the missions Resource Wars?

Resource wars are not currently shown in the Agency. The sites can still be found as a beacon in your overview.
I suspect CCP has some plans for the feature that would require them to reposition it so they chose to leave it out until those plans are implemented.

COSMOS constellation’s are not shown either.
Nothing in The Agency is CCP code for “we have no intention of ever doing anything with that stuff ever again”

I think it’s more like CCP ran out of time and as usual, released it unfinished with the intention of completing it later.
So Resource Wars is gone ?

No the sites are still there, you just have to fly around and look for them.
