So, I have no idea what happened here (I haven’t even read it yet), but randomly changing hairstyles was something associated with a comic book artist (don’t remember the name) who used to trace porn stars in order to quickly finish comics. Apparently, he was really good at churning out “high quality” work during a crunch. But tended to make hypersexualized females with randomly changing hairstyles and facial expressions that often didn’t match what was going on in the story.

I believe that the Incursus here is correct, actually, since you can see a Celestis in panels 20-22. Yes, the mistakes make the time swapping very confusing, but here’s my take:
Memory I: (6,7) She rams an Incursus into a Brutix during a simulation and promptly gets kicked out of the simulation and reprimanded by her father
Memory II: (9-15) She gets tailed by three Kikimoras in Rarvoss while flying an Incursus. Two of them collide with each other, so she celebrates for a bit before her Incursus gets blown up
Memory III: (17-19) While in the hospital, following Memory II, she gets kicked out of the Federal Navy after her drug use is discovered. She goes through rehab and stops using drugs. Also buys a Celestis that she names Velocity.
Present: (3-5, 7, 8, 20-22) While flying her Celestis, she picks up three tails (Kikimoras). She decides not to solo them, instead calling for help. Then, the Zorya Triglav broadcast occurs. Finally, you get panels 3-5, where she is watching the Triglavians and capsuleers fight against each other.
I think this makes sense?
Yes, that seems to be the right way to interpret the story, but page 15 is still wrong.
Either it is still the memory of the previous pages, in which case the Incursus is correct but her dreadlocks are out of place, or it is a shot of the current timeline (continuing in 16) in which case the dreadlocks are correct but her Incursus hull isn’t.
