Good idea. I already attempted something like that in the past (see linked thread below) but haven’t really had enough time to promote it properly and have even less time nowadays. 
Maybe someone can pick up the idea and organize something around that concept if have the time and effort to put into it.
Note that it is not uncommon to see people duel at trade hubs like Jita and Dodixie so there might be some already who partake in such.
My idea was to promote this activity among new players so they can get a taste of PvP without having to dedicate too much training, ISK and such to it and can do it in hisec in a relatively controlled manner.
I really think this has potential and could greatly benefit new players but unfortunately never had enough spare time for it to.
