The woman had been attempting to take a selfie for a while, leaning on and eventually climbing on the rail. Workers from the construction site across the street called her to stop doing crazy sh*t; the woman apparently was Portuguese and for this or some other reason just ignored them. Then a wind burst destabylized her and when she tried to grab the rail, she missed it and fell from floor 22.
