To prevent the Fleet Events from spawning there. They spawn on a random resource hex that you have claimed. By only claiming 3, or only claiming those you want fleet events to spawn on, they always spawn just where you want them.

I certeinly didnt see that coming. But Nintendo managed to pull that off, with the games they produced they made enough of hype. Well, Switch was their last chance after previous flops.
