The Rise of CONCORD

After decades of enforcing interstellar law, CONCORD begins to question its passive role. Rogue capsuleers, nullsec wars, and empire corruption push the Directive Enforcement Department (DED) to demand more autonomy. A leaked memo from the Inner Circle reveals that CONCORD has developed its own capsuleer program capable of rivaling the empires’ fleets.

The Schism

CONCORD declares sovereign neutrality, withdrawing from empire oversight. They establish a new capital in a fortified system. The empires respond with sanctions, but CONCORD retaliates by seizing key trade routes and enforcing new interstellar tariffs through the Secure Commerce Commission (SCC).

The Ideology

CONCORD frames its rise as a movement for order and justice. They promise:

  • Universal law enforcement

  • Protection from pirates

  • A new meritocratic society, free from politics

The War of Legitimacy

Skirmishes erupt in high-sec and low-sec as CONCORD begins deploying enforcement fleets beyond their traditional jurisdiction. Empire loyalists rally to defend sovereignty, while neutral factions profit from the chaos. Faction warfare expands to include CONCORD-aligned systems, and a new PvP mechanic emerges: Law vs Liberty.


Gameplay Implications

  • New CONCORD Missions and Epic Arch: Players can join CONCORD as enforcers, earning loyalty points and unique ships.

  • Faction Warfare Expansion: CONCORD becomes a fifth faction, with its own objectives. in warzones

  • Nullsec Enforcement Raids: Rare NPC fleets appear in lawless regions, triggering dynamic events.

Wouldn’t fighting against CONCORD faction be incredibly confusing and inconsistent with their current behaviour?

It’s a bannable exploit to fight CONCORD and survive. CONCORD is omnipotent.
I do not see how a faction like that should be part of a war zone that players can join.

… unless this means CONCORD no longer has their old unstoppable role of punishing criminals, and you think players should take on that role instead?

Edit: Also should this be in the fiction portal? It sounds more like it should be in player features and ideas to me.

I think you just didn’t think about the consequences of Copilot’s idea before you shared it.

CONCORD derives their mandate from the participation of the five Inner Circle members, ie the four empires and the SoCT. Breaking from that would make them little more than the weakest of the pirate factions. Any single Imperium corp would overpower them.

I’ve no idea what your docking crew mixed into your pod goo, but it’s obviously done more than a little damage. You might want to consider transferring to a fresh clone.

Afaik CONCORD is the strongest NPC faction in the game. With that kind of power eventually comes a desire to rule.

If two of four empires fought against CONCORD, it would likely lose in the long run. CONCORD might revert to policing and or high-sec could see some change when the score is settled.
