No you still require materials from abyssals.

Except, as we keep pointing out, this “reward” was not possible. CCP was always going to flip exactly 27 systems, the only slight influence the players had was over exactly which 27 were flipped. There was no possible way for EDENCOM to block the invasion entirely.
