As I said, the event that allowed people to get a 5.1 sec status happened more recently. Donāt recall exactly when it was, but I would consider it safe to assume that it happened after he made his character.
Anyway, the mystery of him evading concord is solved. Youāre assuming that he must be ganking when all evidence suggests otherwise (i.e. it is mathematically impossible for him to kill what heās been killing with his nereus before concord arrives, there is no concord response, his sec status is 5.1). Youāve decided that he must be ganking based on one conclusion, and that conclusion is flawed. You have to remember, for every player that learns to avoid suspect baiting, thereās 2 noobs being pooped into space in a rookie ship.
In other words, thereās a sucker born every minute.

i have a char who"s been 5.1 for years and recently began getting sec status increases again . the cap may have been lifted , or the patch that capped itās not compatible with the latest version .

so you nee a definition? Ok here! several examples of him attacking unarmed ships in highsec. Look at the killmails. these are mining exhumers with no combat drones, no combat modules on the high slots or the mid slots. practically no way to agress. yet he still killed them in highsec.
the first skiff and the enurance even have two warp fore stabilizers fitted - that is 4 warp core escape power in case you didnt know and he still managed to hold them down and kill them!
He even went overboard and killed two unarmed orcas that way! he even killed one orca with that cursed Nereus! and look at that Orca fit! full shield and hull tank. HOW CAN A NEREUS DO SO MUCH DPS??? and what is strange is that he killed them both in the same day. maybe he was on a rampage and realized he made a mistake being that obvious. and those were not war targets, wars show on killboard. and there are a lot more such examples, I didnāt want to make this post too long. Now you tell me how he is able to attack and kill so many ships that canāt even aggress him back in high sec and not get concorded and also not lose sec standing! whatās that? you canāt? I REST MY CASE!!!
my chars are capped at 5.0. we tried doing missions and running rat sites. what do you do to increase above 5.0?

Itās possible to raise about 5.0 if you prior sec status is something like 4.9 and you complete a L4 mission or something like that that has a 0.2 increase. Once above it stays at that level e.g. 5.1 until you do something bad that lowers it and it caps back down to 5.0 or below.
I have an alt that this exact thing happened to.
He was at 5.1 and he accidently shot a wreck.
I was so angry at myself lol.
you must really suck at eve. let me explain to you: if there is no war and the victim literally has NO ATTACKING MODULES OR COMBAT DRONES, then there is no way the victim can aggress Adrian. so Adrian is the aggressor. you can try to tell me he dueled everyone, but we both know that is just stupid. he simply attacks ships in high sec and concord just doesnāt come. like in null sec.
You really dont know the mechanics and I suggest you just stop there.
If you believe this, report it. IF heās found some way to cheat, CCP will see it and ban him.
But thereās nothing a kangaroo court here can do even if we saw something wierd, which we dont.
