You could download the NVIDIA GeForce NOW app and access EvE for an hour at a time for free. With a small bluetooth mouse you can play EvE ok on a tablet. Small fee and one can play EvE for six-hour sessions without having to sign in again.

Aisha’s comment here and the one two spots above it are both spot on. Your problem is completely self-inflicted, and unable to resolved by the method you’re pitching for. Every time you restart, all your spots will be filled and you’ll be back begging for another one.
Again, Aisha nailed it when pointing out it looks like you’re ninja-begging for more Omega characters per paid account.
It’s fine if you don’t want extra accounts. That’s your choice. Then play your characters as Alpha when you restart. Or, create a single “Restart” account with your same email (which CCP allows and even encourages), use the first character slot to restart, play until you quit.
Then, each time you feel like restarting, you start a new pilot in the second character slot, you click “Delete” on the old starter pilot… and you now have an endless supply of instantly available starter pilot slots available at any moment you choose.
The solution to your issue is easy, supported by CCP, takes less than 10 minutes to resolve yourself, and they’ll even give each of your accounts a 1 Million SP bonus for referring each other.
Anything beyond that is smokescreen for “give me more Omega pilots for the same price”. Which CCP won’t do, ever.
