So, by your logic, I could plot to destroy the CEP bureau in New Caldari, or even plot to bombard New Caldari Prime with capital ship weapons, and so long as it didn’t happen it would be irrelevant?

Nope.
You know, my general understanding is that most security forces prefer to stop mass murder before it happens. This is why ‘conspiracy’ and ‘terrorism’ charges exist; so that those who would commit acts of mass murder or wanton violence may be dealt with without the commensurate loss of life.
So, you keep saying Heth-guri’s orders to bombard Caldari Prime with the Shiigeru’s Doomsday is irrelevant. Doesn’t it bother you, though, that saving Caldari Prime required Yanala-haani specifically disobeying Heth’s orders? As in, had Heth’s orders been followed, the very place you seem to hold in highest regard would be a nigh-uninhabitable wasteland.
Does that not bother you?
