Highsec is simply lowsec with Concord. The Concord system is supposed to be ‘exploited’…which is why Concord response times differ according to system security level. No-one would bother coding Concord response times into the system unless Concord were supposed to respond to stuff and people were actually doing that stuff.
Thus, ganking cannot be anything other than intended roleplay.

Nothing in EVE is real? Come on. We breathe oxygen, we eat food, we pay rent, and the space-police still show up only after the dust settles. Half the game is basically a disturbingly accurate simulation of real life, just with more lasers and fewer parking tickets.
If EVE ever went full roguelike, half of New Eden would rage-quit the moment they realized their clone contract expired.
