Killing newbies with a ‘legal war dec’ is equally awful for the newbie as criminally attacking them in high sec, in my opinion.
In both cases they lose their ship.
A newbie that might fit EVE could recover and learn tricks to stay alive, while a newbie unfit for EVE might quit EVE over such a loss.
As this is a game where people from time to time lose ships, I would not necessarily see it as a bad thing if a person quits over losing a ship. Such players would quit eventually anyway if they aren’t able to take the occasional loss in this game. So while it’s bad that the game loses a potential player, for that player it might be a good thing to quit sooner rather than later if they realize this isn’t their kind of game.

Killing him outside of a wardec in hi-sec for lol’s is completely different and takes it toll
A wardec is NOT an excuse to grief and harass new players! I understand wardecs are a part of EvE, but wardeccers should have to put a little effort into it. CCP should increase the cost for wardecs, and players who do too many wardecs should be BANNED from Highsec. A lot of new players come to EvE and are driven away by wardeccers who harass and grief them endlessly, it has to STOP!!!

They already did overhaul wardecs, it’s why everyone uses structure holding corps now.

Newbies though, after putting up a structure, will get wardecced by the usual suspects.

CCP needs to take action to protect the new players, and add restrictions to ensure that wardeccers face a little bit of challenge and risk. Right now, these toxic griefers just target ships that can’t even shoot back, laughing as they kill helpless low levels in defenseless mining ships!!! Wardeccers should be required to purchase security tags, in lowsec, where they are afraid to even go. Anyone who does more than 1 wardec should be labelled a warmonger, and if a warmonger fails to pay reparations then CONCORD should target and KILL on sight!!!12!
EvE Online could have ten million players if these griefers were removed!!!

That’s what happens to a toxic coward warmonger when he runs into a REAL pvp crew. All Tommy can do is grief poor innocent newbro low levels in defenseless mining ships, but when a real PvP comes to him his griefer ship just can’t handle the heat! I bet they felt real good about putting that wargriefer in his place, hahahhaa, Tommy lost his own war, hahahahxDxdXD!

A kill is a kill. Both are valid targets.
If I weren’t doing a background check on the target I wouldn’t check a gank target nor a war dec target.
I do not see why background checks would only be relevant for ganks but not for war decs? You just use a different game mechanic to kill them, but you kill them nonetheless. Both are valid targets and sometimes when you get the opportunity you shoot before you wonder if you should.
Personally I do neither high sec ganks nor high sec war kills, as I play outside high sec where any kill is a kill too.
Sometimes I check how old a character is before I shoot them, but usually I don’t.
This is a spaceship combat game. People will shoot your spaceship if you give them the opportunity.
