I Know that many of New players do not try to join and reason is rebuy ship cost.
I decide that first 12 New Players joining going to be sponsored by me.

You do not need to pay in any way , and if you win …

My reason for not joining this tournament isn’t about ship cost. It’s about the unlikelihood of wining anything and thus wasting my time.
Why would I waste my time losing to players who have millions more SP and experience than I do?
The abilities of my under-powered T1 Frigate would be like a gnat fighting an eagle.
If you wish to create a tournament at least make sure that the participants are matched in abilities. You don’t see motocross competitions mixing adults and children, do you?

I don’t think joining events is a waste of time, even if you don’t think you win. You meet new friends and get ideas how to handle things. Ships are tools, sometimes they break, no big thing.
And the most valuable ship in EVE is friendship
If I join a tournament I’d like to think I at least have a chance to win.
I am not interested in making friends in an online game, Pierre. I have enough real-life friends as it is and sometimes I wish I could have a few hours to myself without one of them calling and asking to go out and do something.
I’m sure I will have plenty of opportunities to get ideas how to handle things when I go to Lowsec and Nullsec and lose as many ships as I want to lose.
I understand that, Pierre. That’s the exciting thing about PvP, losses and wins.
Right now the most valuable thing for me in EVE is learning. After that it will be blowing up ships. I don’t play online for friendships.

@DeMichelle_Geniale while skills do matter, the ore Venture is a very tanky frigate, anyone on day one can get trained up on the hybrid anti-matter guns needed, it wouldn’t cost you millions of ISK to buy these. I think the larger issue with Bill’s event is keeping gankers and vets out of the way. I am pretty sure others can post some alpha friendly ship builds for you.
I own three Ventures and can get more without a problem, and am skilled in Hybrid weapons specialisation. I own two fully-fitted Catalysts with Blaster II that shoot Voids.
Unless you didn’t understand my posts above, my issue isn’t with the cost of ships/modules, it’s about being pitted against players with millions of SP and years of experience, making the tournament a waste of time for me.
Don’t need it.
I can make do on my own. The challenge for me isn’t fitting, it’s the SP and experience which I will gain as time goes by.
