It is available to Omega. Bear in mind that an Omega character with basic implants can train roughly 1.5 million SP/month and the bundle costs roughly the same as a 3 month subscription.
The trade off is 1 month of SP instantly or 3 months trained at normal speed for the same amount of money. Up to you to decide if the instant gratification is worth it.

And, on the other hand, if you want to stay Alpha, you still can not train more than 5m SP, no matter when you injected any SP.
So if you inject SP to an alpha char, it should be beyond 5m SP, or you lose free skilling time.
