So with the new wardec changes are POCO’s that are owned by corps that have not deployed a citadel unable to be killed?

They should add anchored containers to that list.

Why? can you perform any activity within an anchored container that involves ISK transactions? Can others dock at or use the anchored container and use/make ISK? The purpose of the current system is to add risk and purpose to structures that facilitate wealth/efficiency… anchored containers… pft. Logic escapes you.
