If you truly wanted to make room for smaller corps, you would lower the costs. Not raise them. Raising prices only serves to FURTHER put power in the hands of ONLY THE WEALTHY.
You simply lower the entry level for competition, not raise it. You are either liars or completely stupid. Which one is it?
What you did was create yet another War mechanic that was directly targeted toward Black flag. Just admit it and stop pretending. You don’t even know what kind of money you’re dealing with. You’re talking to trillionaires about a few hundred million while the rest of the community has nothing and cannot afford it anyway.

More cost should have been lowered or made free for these huge alliances. Why are we pretending they cannot defend themselves when they’re the largest and most powerful entities in this game?
Ok well, I proposed an idea in the Highsec Collective’s discord about how we could change the war system. It pretty much resembles (or at least how I remember it) Stellaris war gameplay - where you have to set goals for your wars. My idea with EVE was to tie it into how freelance/corp projects work and make them jobs/war tasks. And, you could make varying types of wars.
If CCP wanted to give small corps breathing room from wars, they would use a scaling cost model: Declare war against a 10 chars corp? 10B ISK. Declare war against a 10k alliance? 1M ISK. (numbers for illustration purposes only.)
Big, organized, member rich groups should be perma wardecd. Small groups of friends should be costly to declare war against to make absolutely sure there is a valid target for that war and not just login denial.
I think this is a start, but what if I am in a 15-member corp that wants to wardec a 30-member corp? Do we still pay 10B? What if we then hire a merc corp with 250 members?
Small groups should be able to participate in wardecs. Small groups should also not be profitable loot pinatas for griefers. The current fix is a step in the right direction but it is also incomplete. If there’s to be a sliding scale, it should have multiple axes to determine the deccers costs.
I think I had this explained in the past in more detail. My main point back then was that group size should also matter. Similarly sized groups should pay way less. However, for that to work, CCP would have to close war dec loopholes that the organized war dec groups use all the time.
• Corporations with less than 5 members are not eligible for war declarations (even if they have a structure).
• If your corporation is part of an alliance, the wardec fee doubles (to 1 billion ISK).
• Smaller corporations (<25 members) can participate in “Forever War” (not to be confused with Faction Warfare). It’s free to opt-in and opt-out (24 hours minimum), and there’s no structure requirement. Larger corporations and corporations that are part of an alliance are excluded from participating (Black Flag, this means you).
• Everyone in “forever war” is an eligible war target for anyone else. Think of it as “red vs. blue” on steroids.
• This means in “Forever War” you can legally gank anything that’s an eligible target (and vive versa).
I think it would be cool if I could permanently lock other highsec corps out of accessing moons by dropping a bunch of athanors in a wardec immune corp. POCOs, too.
Point 1 is easily exploited. Put a HS structure in a holding corp with less than 5 members and it’s unkillable. Bad idea.
Point 2 is the wrong way around. If the corp is part of a larger structure you would think they are more equipped to deal with a war, not less. Cost should be reduced the larger they are.
Point 3 is easily exploited. Groups like Black Flag would just drop alliance and go to small cooperative corps instead to make use of this free ‘forever war’ too for free, avoiding any fees.
Point 4 is a continuation of the previous bad idea. Point 5 too.
You have some ideas, but they are not the right ideas.
