Just wondering, can someone change their wardec HQ every time the HQ loses shield and goes into reinforcment? Just play hot potato with the HQ until they give up trying to kill it.
When someone declares war and chooses their HQ it cannot change for that war. If they start a different war then they can use a different HQ.

As mentioned by @Daoden . No you cannot.
But unlike normal structures being shot at where you have the 1 - 2 days for the armor timer and then 4-5 days for the final timer. War HQ can be destroyed within 3 days by the defender. The timer between armor and structure is the same as that of the timer between shield and armor.
Motivated defenders or their allies can pile on to get it killed.
