I get a strange effect in asteroid belts with the sun rays appearing as staggered rather than the smooth effect from years back when I last played. I’ve tried all the settings I know of in my Nvidia RTX3050 and nothing seems to work. Any ideas would be helpful.
Try turning off Asteroid Environments in the EVE Graphic Settings. What you see is absolutely normal in asteroid belts.
Which of the effects on your picture are you talking about?
I see diagonal shadows extending from the asteroids and your ship away from the sun, which is intentionally shaded area where the dust in the belt isn’t lit up by the sun.
I see bright horizontal lines extending from the sun, which is intentionally part of the camera lens effects.
There also are much shorter diagonal lines extending from the sun which is another camera lens effect.
I see a brightly coloured line from ship to asteroid which is a mining laser.
I see a bunch of yellow lines hitting the ship or missing it, which I assume are the Guristas causing the damage numbers I see mid top of the screen.
And I see a horizontal line at the top of the picture that l assume is from the tactical overview.

What you need to realize is …
Space is not empty, it is full of gasses to spread sun light (just like the atmosphere around planets like Earth - you know this effect from when you stand on the surface and look up), dust and small rocks. The dust and rocks are repelled by the gravity of the larger rocks, and therefore hover slightly off, instead of joining and becoming a larger rock.
As the others have said, perfectly normal and what you should expect to see in space.
