It wouldn’t really work any different than now honestly. Most characters suicide ganking are already going to be negative sec status. They have to undock and get to target asap meaning they will almost never be anywhere on grid in anything meaningful to shoot at. They use positive sec status toons to scout and to find targets and those will always be untouchable. You can’t get around that really as a scout can be any toon day 1.

I would love high sec piracy to be a far more active and a not so one sided thing too but I just don’t see a way for it to happen atm. It would take some complex mechanics to change it.
