Problem: poor people without access to running water are drilling wells and removing so much water from underground that the city is sinking on top of it already being partially under the level of the sea and sit in a flood plain crossed by 13 rivers which overflow each monsoon season.
Solution: give contractors and corrupt government officials 40 billion $ for a pharaonic development unlikely to be completed in time nor address the issues, and then just in case move the capital 1200 km away to give contractors and corrupt government officials another 35 billion $ to turn a piece of jungle into a city or something. Start by building the government palace and then maybe the airport? Or roads? Or…?
