With a time constant, you can measure distance.
Then with a time constant and distance, you can measure mass.
And then everything else is just a mix of those three constants (measured in second, meter and kilogram).

Well, can measure everything except quantum gravity because of the uncertainty principle which means at one tiny point you really canā€™t measure time because, you know, quantum exists for the sole purpose of making our lives miserableā€¦
