Its actually poor business sense to build a keepstar in every system right next to each other. You only need one in a chain at maximum jump distance. So if theyre not doing it because of business, they are doing it because of clout, glory, fame.
The exact reason why someone would build a keepstar in every system, is the same reason why they would build a palatine.

No business is going to build a palatine keepstar when they can build multiple normal keepstars because the cost as MANY have pointed out is insane.

The more interesting questions are: Will he dare to anchor it? Will it go into some collectors museum? How much would an unanchored Palatine Keepstar worth on the market? Would a buyer dare to anchor it?
The funny part is that it would be basically invulnerable there. Good luck bashing it with medium sized ships. And good luck getting enough pilots inside C1 to actually bash it.
It wouldnāt even survive the anchoring timer. Even if someone could anchor it unnoticed, it would be destroyed within a week. Besides that, you will need a good plan to bring a 250.000mĀ³ Keepstar Quantum Core in there.
An organized group would do that within some hours.
