Which industry rig to get me bonus for capital rigs?

I see the 2% bonus for ship modules and subcap class rigs from the M-Set Equipment ME rig I have installed.

But I can’t seem to get the 2% when doing capital ship rigs… Can this not be done in the small complex? Or do I need a different rig?
