it dose increase attributes, but the training time doesn’t changed.

You mean the time mentioned in the skill window remains the same before and after consumption ?
There is a progress icon/button right below your character button on the neocom (the ribbon on the left). If you mouse over it, it will show you the “real” time to finish that current skill. It will be different from the time shown in the skill / training window, and will reflect the effect of the accelerator.
That was reported a loooooong time ago for the training window. It never got fixed.
