Not necessarily, it could be via other methods. Just make it gameworthy.
But what?
It’s really easy to say “gameworthy”, but what concrete changes would achieve what you want to achieve?
That’s up to the game designers.
Don’t we already have The Agency for finding things? Is there no mining things there?
They haven’t achieved it in coming up to 20 years. Why do you imagine that a few buzz words will suddenly give them ground breaking ideas?
Lots of people have tried over the years to propose changes to mining and not a single proposal has been good.

Sure, but that is just an extra step to find a spot to mine. That doesn’t change mining.
So evolve that more.

How about “moving” asteroids rather than “static” belts.
I will never understand the mentality of some folks. There’s an activity in this game they don’t like, but patently many do, for whatever reason that is. Because they don’t like it, it must be changed, or removed altogether.
If you don’t like to do it, don’t do it. It’s not like there aren’t a multitude of other activities to engage with.
Putting NPCs into an MMO to do things that other players currently do is about the worst take on game development it’s possible to have.
As others have suggested, if you want the resources without doing the mining, just pay the players to mine for you. The easy way to do this is… Buy stuff on the market! Wow! That was difficult! Or, find a busy little pocket close to your production centre and set up buy orders there. I’ve done this before and ended up with a few corps selling all their mining production to me. It’s profitable, particularly if you compress and haul yourself. It is also remarkably easy to do, with a little research.
But no. The last thing the game needs is NPCs doing things that players are perfectly capable of. I’d even go so far as to argue, if people are happy enough mining as it is, theres no real need to change that mechanic either (beyond potentially making botting harder, but that’s more data analysis than game design IMO).
@Zoiie Well you know mining sites are already in the agency… but don’t tell anyone, it is a secret… and doesn’t it kinda mean your problem with mining has been solved already in the way you suggested? Since you suggested adding it to the agency will make it more fun… and it is indeed there. Lol
There is competition for resources on hack/relic sites between explorers, what competition is there between miners specifically in HS?
Clearly you’ve never seen the feeding frenzy at a fresh ice belt spawn. It’s brutal.
Are the people who want active mining also in favour of active PI and active Research and active Invention?
Yeah, I see the battles in HS ice belts. not. I have however gotten Augmented Miner drones from them at DT.
I said passive can be in stations, I also criticised PI too earlier in this topic. Space activities should be more involved and active imo.
Id like to hear from other people on this too, as well as why you feel this and what you feel should be done about it.

Do ships just keep at range and move along with them; and then there’s no difference to anything else?
Or do they move and need to be scanned down to find them, but then once you warp in, it’s just like now?
Visions statements are great. Make it “gameworthy”. Make it “active”. “Evolve it more”.
But vision statements don’t have the detail. There’s always more detail needed, to realise the vision statements; and it has to be more than “make them move”.
No one, CCP or otherwise, have really come up with a better system than the one that already exists. It serves a purpose and some people actually enjoy the play it offers (they are nuts in my view, but more power to them).
So if you want it changed, there needs to be detail. So far, that is very lacking.
I’ve seen folks use all sorts of tactics - up to and including hiring gank mercs - to protect their claim on an ice belt in HS.
I’m guessing that went away a little while the ice spawns were lower / more random, but you can bet it’ll start up again now they’re more regular, if it hasn’t already.
