These specific “trade hubs” are not a result of player behavior, they are a result of CCP dictation, and with special conditions.
Ill have to research back to when these changes where implemented.
I was wrong that only Jita had this restriction, but I dont know when it was implemented there, or at other designated “trade hubs”.
