Why don't faction navies use navy issue ships

i can’t be the only one asking myself this question, it could only be appropriate to fit a navy not with the standard ship but with the navy ship which takes the name from that specific function

Because most ships are from the era of ‘NPC’s are there to be cannon fodder, 50 NPC’s = 1 player ship’ mentality. Which is a classic MMO mentality where the player is a god amongst men.
Also if NPC’s all used faction ships with faction fitting and actual stats we instead get the burner/diamond NPC issue where the NPC’s are better solo than 99% of players in space are.
