For the upcoming Catalyst expansion all mining command bursts have gained the following addition:
“All mining foreman bursts also enable enhanced mining scanner functionality for affected ships that have access to the integrated mining scanner”.
What this means is that any affected mining ship will gain enhanced insight in the progress of mining ores, like this:
Any mining ship will gain this ‘enhanced functionality’ by equipping the new Mining Sensor Array mid slot module, which most miners will do for the additional crit yield and reduced residue.
To me it feels redundant to also add this functionality to command bursts when it’s already available on Mining Sensor Arrays.
Wouldn’t this just mean in practice that all mining ships at all times will have this enhanced functionality?
It’s going to be very very rare for a mining ship to mine without either command bursts or Mining Sensor Array module.
What is the purpose of making this ‘enhanced’ effect conditional? If the effect in practice is going to be default behaviour for pretty much any miner, why not simply make it default behaviour?
Changing the new mining sensor to include the ‘enhanced’ effect by default would be a much simpler and more straightforward solution than adding it to both command bursts and mining sensor array modules.
Or if it’s not meant to be default behaviour, which realistic scenarios besides ‘1-day old newbie who has not heard of mining sensor arrays yet’ do you see where people will not have this enhanced effect?

If your intention is to give players the choice to obtain this enhanced effect, then why not let it be optional? My suggestion in that case is to remove it from mining command bursts. Anyone who wishes to see this enhanced effect can then use a mid slot to equip the very useful and very attractive Mining Sensor Array modules.
